Standards & Exam Development Process
NHWCA® develops and administers examinations through a structured, defensible process that protects the integrity of our credentials and the safety of the public. Each step below supports fairness, validity, reliability, and security across all certifications, including our multi-skilled and stacked credential pathways.
1) Governance, Ethics & Independence
- Policies define roles of the certification board, staff, SMEs, and psychometric advisors.
- All contributors sign confidentiality and conflict-of-interest agreements.
- Separation of training and testing functions preserves exam independence.
2) Role Delineation & Job Task Analysis
We define the scope of practice for each credential through task inventories from the field—collecting input from employers, supervisors, educators, and practicing professionals across care settings.
3) Exam Blueprint & Content Weights
- Domains reflect critical knowledge/skills tied to safe job performance.
- Weights are set from task significance, frequency, and risk.
- Blueprints drive item development and exam form assembly.
4) Item Writing (Scenario-Based)
- Subject-matter experts write items aligned to the blueprint and cognitive level.
- Sources are documented; items include keys and rationales.
- Scenario and application items emphasize real-world decision-making.
5) Technical, Editorial & Bias Review
Items undergo multi-stage review for accuracy, clarity, bias/sensitivity, reading level, and alignment to scope of practice. Items that do not meet standards are revised or removed.
6) Pilot Testing & Item Calibration
- New items are included as unscored “pilot” items to collect statistics.
- Performance data (difficulty, discrimination, time) informs calibration.
- Problematic items are revised, re-piloted, or retired.
7) Standard Setting (Cut Score)
NHWCA® uses defensible standard-setting methods with qualified SMEs to establish passing scores that reflect minimally competent performance for safe practice.
8) Form Assembly, Equating & Fairness
- Multiple test forms are assembled to the blueprint with content balance.
- Statistical equating aligns difficulty across forms to maintain fairness.
- Live monitoring flags aberrant performance, irregularities, or drift.
9) Delivery, Security & Identity Controls
- Proctored delivery (online or site-based), closed-book conditions.
- Identity verification and test-center protocols protect integrity.
- Content security measures detect and deter item exposure.
10) Scoring, Result Reporting & Feedback
Exams are scored against the established standard. Candidates receive pass/fail results and, when applicable, domain-level feedback to guide remediation and professional development.
11) Accessibility & Testing Accommodations
NHWCA® provides reasonable testing accommodations upon documented request to ensure equal access while preserving the measurement intent of the exam.
12) Complaints, Irregularities & Appeals
- Formal procedures exist for complaints and testing irregularities.
- Appeals follow a structured, documented process and timelines.
- Sanctions may be applied for conduct or security violations.
13) Renewal, CEU & No-Lapse Policy
Renewal requirements keep the credential current: CEU, active CPR (where applicable), and a no-lapse policy to maintain continuous competence. See each certification page for specific renewal terms.
Stacked & Multi-Skilled Pathways
For 3-in-1 and 5-in-1 pathways, blueprints integrate overlapping domains while preserving role-specific competency. Form assembly and equating are applied to ensure fairness across stacked credentials.
